RULES AND REGULATIONS

FOR

FIRST DIVISION LEAGUE AND OTHER LEAGUES

(SUPER 10 LEAGUE)

SOUTHERN REGION FOOTBALL ASSOCIATION (SRFA)

1. Authority and Organisation

1.1 The Southern Region Football Association (SRFA), acting under its statutory mandate, shall organise the First Division League, Super 10 League, and any other leagues under its jurisdiction.

1.2 The SRFA shall appoint an Organising Committee with full authority to organise, supervise, and regulate the conduct of the competition.

2. Eligible Clubs

2.1 Only qualified First Division clubs from Bo, Bonthe, Moyamba, and Pujehun Districts shall be eligible to participate.

2.2 Following the preliminary rounds, districts shall produce the following qualifiers:

a. Bonthe District: Two clubs

b. Moyamba District: Two clubs

c. Pujehun District: Two clubs

d. Bo District: Four clubs

2.3 A total of ten clubs shall participate in the Super 10 League.

3. Registration of Clubs and Players

3.1 All participating clubs must be duly regularised, must have paid the prescribed competition fees, and must register their players through the official SRFA registration platform.

3.2 Each club shall register a minimum of twenty-five (25) players and a maximum of thirty (30) players.

3.3 Completed registration forms, including full player details and proof of payment, must be submitted before the commencement of the competition.

4. Transfer of Players Within the Region

4.1 A club wishing to register a player transferred from another club within the Southern Region shall comply with Rule 3.3 and submit a clearance letter from the releasing club.

4.2 The clearance letter must clearly state that the player has been transferred and must be signed and stamped by all parties concerned.

5. Registration Fees and Contracts

5.1 Clubs shall pay registration and processing fees as determined by the Organising Committee.

5.2 Any contract signed between a club and a non-amateur player must be submitted to the SRFA Secretariat.

6. Player Identification

6.1 The full legal name of each player, including surname and other names, must be provided during registration.

6.2 Incomplete names or aliases shall not be accepted.

7. Registration Deadline

7.1 The Organising Committee shall announce the closing date for player registration.

8. Re-Registration

8.1 No re-registration of players shall be permitted after the official close of registration.

9. Registration of Foreign Players

9.1 A club may register a maximum of five (5) foreign players.

9.2 No more than three (3) foreign players may participate in any single match.

9.3 The following documents must be submitted where applicable:

a. International Transfer Certificate (ITC)

b. Valid work and residence permits issued by the Sierra Leone Immigration Department

10. Responsibility for Player Information

10.1 Clubs are solely responsible for the accuracy of all information submitted on player registration cards and documents.

11. Transfer Procedures

11.1 A transfer fee shall only apply where a player is under a valid written contract.

11.2 No transfer fee shall be demanded for an uncontracted player.

11.3 Proper release documents must be obtained before registration with a new club.

12. Qualified Players

12.1 Any duly registered amateur or non-amateur player shall be eligible to participate.

12.2 A player must not be registered with another National Association and must have resided continuously in Sierra Leone for at least three months.

12.3 International transfers must comply with FIFA Regulations on the Status and Transfer of Players.

12.4 Players under suspension or disqualification shall not be eligible.

13. Unqualified Players

13.1 An unqualified player includes:

a. An unregistered player

b. A suspended player

c. A banned player

d. A player registered with more than one club

13.2 A player is deemed to have participated only if he or she plays in the match.

14. Sanctions for Use of Unqualified Players

14.1 The Organising Committee reserves the right to investigate and sanction all offences involving unqualified players.

15. Withdrawal of Clubs

15.1 Withdrawal from the competition results in automatic relegation.

15.2 Written notice must reach the SRFA Secretariat at least eight days before the start of the competition.

15.3 Applicable fines shall be imposed as determined by the Organising Committee.

16. Club Colours, Kits, and Numbers

16.1 Clubs must wear their registered colours.

16.2 Visiting teams shall change kits where colours clash.

16.3 Shirts must be clearly numbered from 1 to 30.

17. Pre-Match Technical Meeting

17.1 A pre-match meeting shall be convened by the Match Commissioner.

17.2 Attendance by team officials and security representatives is mandatory.

17.3 Failure to attend attracts a fine.

18. Teams Failing to Appear

18.1 A team failing to appear within thirty minutes shall forfeit the match.

18.2 If both teams fail to appear, no points shall be awarded.

19. Postponement of Matches

19.1 Postponement requests must be made within twenty-four hours.

19.2 Postponed or abandoned matches shall be replayed unless otherwise decided.

20. Forfeiture of Matches

20.1 Matches may be forfeited for offences including walkouts, refusal to play, fraud, or match fixing.

20.2 Sanctions shall include loss of points and goals, and further disciplinary measures.

21. Protests

21.1 Protests must be properly noted and submitted within twenty-four hours.

21.2 Protest fees shall apply.

21.3 Matters of fact decided by the referee are not subject to protest.

22. Appeals

22.1 Appeals must be submitted within twenty-four hours of notification.

22.2 The Appeals Committee decision shall be final.

23. League Qualification Criteria

Where teams finish level on points, ranking shall be determined by:

Goal difference

Goals scored

Head-to-head points

Head-to-head goal difference

Head-to-head goals scored

Fair play ranking

Drawing of lots

24. Player Sanctions

24.1 Yellow and red cards shall attract automatic suspensions and fines as prescribed.

25. Disciplinary Bodies

25.1 The SRFA Disciplinary Committee and Appeals Committee are the recognised legal bodies.

26. Misconduct by Officials and Supporters

26.1 Clubs shall be responsible for the conduct of their officials and supporters.

26.2 Sanctions shall apply for misconduct and interference.

27. Misconduct Against Match Officials

27.1 Assault, threats, or abuse of officials shall attract severe sanctions, including suspensions and fines.

28. Brawls

28.1 Participation in a brawl shall result in suspension.

29. Unidentified Aggressors

29.1 Where offenders cannot be identified, the responsible club shall be sanctioned.

30. Failure to Play or Abandonment

30.1 Refusal to play shall result in forfeiture and fines.

31. Offensive Behaviour

31.1 Insults or abusive gestures shall attract suspension and fines.

32. Home Match Responsibilities

32.1 Home clubs shall take full responsibility for organising and managing home matches in collaboration with the District Organising Committee.

32.2 Responsibilities include:

a. Proper preparation of the field of play with clear markings and whitewash

b. Provision of goalposts, nets, and basic match facilities

c. Provision of adequate stewards or security to protect players and officials

32.3 Failure to comply shall attract sanctions.

33. Gate Takings and Revenue Sharing

33.1 All matches shall attract gate takings unless otherwise decided.

33.2 Clubs shall actively promote and market their matches.

33.3 Gate management shall be conducted jointly by the home club, SRFA representatives, and the District Organising Committee.

33.4 Gate proceeds shall be shared as follows:

a. Home Club: 70%

b. SRFA: 20%

c. District Football Association: 10%

33.5 All proceeds shall be declared and documented.

34. General Provisions

34.1 Any matter not expressly covered shall be decided by the Organising Committee.
